Animal Shelter
Rappahannock Animal Welfare League (RAWL) runs a pet registry in which it matches lost dogs with owners. After time at the county's shelter has run out for a dog, RAWL will adopt the animal, spay/neuter it, administer proper immunizations and try to place it in a home.

Board of Supervisors
Rappahannock County has the traditional Board of Supervisors form of government. The county has five voting districts that are revised decennially based upon population: Hampton, Jackson, Piedmont, Stonewall-Hawthorne and Wakefield. One supervisor is elected from each district. The supervisors are elected to serve four-year terms and basically are responsible for the legislative, administrative and financial aspects of the county's government. The board holds regular meetings the first Monday of the month at 2 pm for general business and at 7 pm for public hearings once a month at the county courthouse, 250 Gay Street in the town of Washington, and such other meetings as the pace of business may dictate.

Board of Zoning Appeals
The board consists of five members appointed at large by the Circuit Court for five-year terms of office. The board directs the administration of the zoning, subdivision, and erosion and sediment control ordinances. Commissioner of the Revenue
Assessment of personal property tax and real estate tax. This office also administers tax relief, land use and income tax.

Personal property tax: Cars, trucks, buses, motorcycles, motor-homes, trailers, semi-trailers, boats, and aircraft. The tax is based on loan value as listed in the "NADA Appraisal Guide" for each category. Personal property taxes are due Dec. 5. A personal property return must be filed by May 1, 2008, for 2008 taxes. Contact this office for a personal property return. All vehicles registered in the county are subject to the tax. Vehicles with out-of-state tags are subject if they are parked or stored in the county more than 30 days. The current personal property tax rate is $4.20 per $100 of value ($4 tax plus $0.20 fire levy).

Real estate tax: This office handles changes in ownership and billing address. If there are any changes, please notify this office as soon as possible. The real estate tax rate for 2007 is $0.59 per $100 of fair market value.

Income tax: This office helps taxpayers prepare and file Virginia income and estimated tax returns. If you file an accelerated refund return, you can expect your refund within five days.

Tax relief: Rappahannock County has adopted a program of credit relief for the elderly, which this office administers. In order to qualify for the tax year, you must apply annually between Jan. 1 and July 1. Income and net worth requirements change each year.

Land use: This office administers the county's Land Use Program. There are three types of land use categories: agricultural, horticultural and forest. Applications are accepted from Aug. 15 to Nov. 1. For more information, application forms and the criteria for land use, please contact this office.

Before the Health Department can "perc" your land, an application must be made and the fees paid. Some fees are made payable to the Rappahannock County Health Department and some go to the Treasurer of Rappahannock County, so you will need two checks.

Recreational Facility Authority
The Rappahannock County Recreation Facility Authority (RCRFA) was created on Nov. 2, 1978, to raise and solicit funds from various local, state and federal agencies and to provide increased recreational opportunities for county residents. RCRFA currently owns and operates the Rappahannock County Park, located near the town of Washington on U.S. Rte. 211. The authority is responsible for the regulation of usage and resources, as well as renovation and maintenance. To reserve the park pavilion, call the number below. The use fee is $30 on weekends. Weekday uses are nonexclusive and there's no charge, but call to check availability if you plan to have an event during the week.

RCRFA also plans, organizes and implements the Fodderstack 10K Classic. Proceeds from the race go to the Rappahannock County Park Fund.

Flatwood Refuse & Recycling Center
Household refuse only and recycling. Flatwood does not accept electronics for recycling. Call before showing up if you are in doubt about any items. No fee for county residents with a county decal on the vehicle. See attendant if you do not have a valid decal. Every vehicle is subject to inspection before dumping trash. Flatwood will not accept large bulky items, such as furniture, etc.

There's a community thrift shelter for items you no longer want, but others may use. These items must be in good shape and not worn out.

Recycling conserves natural resources and reduces pollution. Recycling also greatly saves landfill space. Take time to Recycle today.
Accepted: green, brown and clear glass bottles and jars.
Not accepted: plate and tempered glass, mirrors, light bulbs, ceramics or chemical bottles.
Accepted: aluminum, steel and tin cans
Not accepted: foil, trays, pots and pans, aerosol cans, paint cans.
Accepted: plastics #1 and #2.
Not accepted: other numbers (if plastic is not marked with a number, do not throw it into the recycle bin).
Accepted: all newspapers, magazines and loose paper; do not leave behind strings, plastic bags or cardboard boxes.
Not accepted: books, junk mail, cereal-type boxes, paper towel-type rolls.
Accepted: all rechargeable batteries - nickel cadmium (Ni-Cd), nickel metal hydride (Ni-Mh), lithium ion (Li-ion), small sealed lead (Pb) weighing less than 2 pounds (all are common in cell phones, cordless phones, radio control cars and trucks, and power wheels).
Accepted: alkaline batteries - give attendant these batteries.
Accepted: all lead-acid batteries.
Accepted in used oil recycling drum: engine oil, transmission fluid, power steering fluid, diesel fuel, gear oil, turbine engine oil, hydraulic oil, fuel oils #2, #4, and, #6.
Not Accepted in oil recycling drum: chlorinated solvents, water, transformer oil, refrigeration oil, parts cleaning solvents, anti-freeze, fiberglass resin, gasoline, paints and thinners, any flammable liquids, metal working fluids, brake fluid and cleaner, carburetor cleaner, Freon, radiator flush, ice melters and naphtha.
Accepted: used oil filters, which go into a receptacle next to the oil recycling drum.
Accepted in antifreeze recycling drum: ethylene glycol and propylene glycol fluids only.
Not accepted in antifreeze recycling drum: flush water or oil.
Accepted: all fluorescent bulbs are recycled, but do not break them prior to bringing them in. See attendant.
About electronics: The county has begun recycling almost all electronic goods. If you are throwing out anything electronic, please ask attendant before throwing in dumpster.
About printer cartridges: The collection of recycled print cartridges benefits Rappahannock County Schools. Please see attendant for proper location for recycling.

Metal Recycling
Please see attendant BEFORE dumping any metal items. This area closes at dark, no exceptions.
Accepted: drums, gas and fuel oil tanks - before they will be accepted, all drums and tanks must have the top and bottom or ends cut off and be cleaned of any residue.
Accepted: lawn mowers - batteries, oil and gas must be removed from engine prior to depositing in the metal pile.
Accepted: engines and parts - engine blocks and parts must be free of any oil or fluid residue before depositing in the metal pile.
Accepted: vehicles - gas tanks and tires must be removed as must all fluids, including brake, transmission, windshield and power steering fluids, gear and motor oil, and antifreeze.
Not accepted in the metal pile: appliances, propane, acetylene and oxygen tanks, drums, tires, trash, aluminum and tin cans, paint cans, tin buckets, computers and monitors, TVs, nails. lumber, plastics, fencing wire. If its not metal, it goes in the dumpster.
Items PROHIBITED in the dumpster: air conditioners, ballasts PCB, batteries, combustibles, computers, cylinders, dead animals, diesel fuel, electronics, engine oils, flammables, fencing, fire extinguishers, firewood, fluorescent bulbs, freezers, gasoline, kerosene stoves, monitors, mercury items, oxygen tanks, propane tanks, refrigerators, televisions and tires.

Asbestos
Asbestos is common in many older homes - in walls, paints, flooring, siding, insulation - and in appliances. There is no way to tell if the material contains asbestos without having it tested in a lab. Asbestos requires special handling. Please call in advance before bringing to the landfill. If attendants suspect an item may contain asbestos, the material may be rejected if not properly contained.

Waste NOT accepted.
Improper disposal of hazardous materials pollute the environment and have the potential to injure landfill workers. Please dispose of hazardous-waste items in the proper manner. DO NOT hide these items in bags and throw into the dumpster. If the following items or other hazardous materials are discovered in your regular trash, you will be contacted and legal action may be taken. Please see attendant if have any questions. It is ILLEGAL to dispose of the following items: ammunition, fireworks, explosives, radioactive items, compressed gas cylinders and medical or infectious waste.

Registrar of Voters
In order to vote, a person must be 18 years of age and registered within 29 days of the election in the precinct in which they live. Treasurer's Office
County decals must be displayed within 30 days of bringing a vehicle into the county. If you have a decal from another Virginia county, it is good until that decal expires. To get a county decal, you must pay the personal property tax, a decal fee of $20 and present a valid vehicle registration (license number, year, make, model and exactly under whose name the vehicle is registered). County decals go on sale March 1 and must be displayed by April 15 each year.

Dog licenses go on sale Nov. 1 and are due by Jan. 31. Each year, a current rabies inoculation certificate is required for each dog license purchased. Dog licenses are $5. Kennel licenses are for one breed only in the kennel. They are $15 for up to 20 dogs and $25 for up to 50 dogs.

Personal property tax bills are mailed in October and are due Dec. 5. A penalty of 10 percent will be applied for late payments arriving between Dec. 6 and Jan. 1. An interest rate of 10 percent will be applied for outstanding balances after Jan. 1. If you are unable to pay the full amount at the time it is due, installment payments may be arranged with this office. Any payment received is applied to the most delinquent tax bill. Failure to receive a bill does not relieve one of the responsibility to pay the tax and any penalties. If your billing address changes, please notify this office as soon as possible.

Water & Sewer Authority (WSA)
The Rappahannock County WSA was established in April 1968 to furnish water and/or sewer facilities to residences and businesses in certain areas in Rappahannock County. It currently manages facilities providing sewer service to the village of Sperryville and to the county's two public schools, as well as water facilities in the town of Washington.
